James "Use hotel-motel tax for schools" op-ed

During the past few years it has become obvious that more money will be needed to maintain and operate the school system. While it is true that CMS is a poor manager of the monies provided a funding solution that does not require higher property taxes is needed..  See:

One solution I proposed was to divert the City's EXCESS revenues from the Hotel-Motel tax and use that money to renovate and fund inner-city schools.

Right now,  the City has EXCESS money that would allow the City to issue up to $120 million in 20 year bonds with no change in property taxes. This money is currently held in reserve for a new "arena".

If education is our "highest" priority should be spending money on an arena when other more pressing needs are evident?
