GOP ENCOURAGE "NO" VOTE ON CMS BONDS

"With the change in state law since the last bond package people can express their vote of "no confidence" in the CMS School Board by voting "no" on the bonds and allow the County Commission to issue a more fiscally responsible package this fall."

Democrats originally wanted a $607.5 million bond versus  the GOP plan of $428 (CMS limited to $258 million for "growth"). In August, the Democrats reduced this $607.5 million proposal to $554 by cutting most of the money for acquiring new suburban school sites.

NOTE: Originally "Land Bonds" proposal was $120 million and included CMS Land acquisition dollars for new schools (83 for CMS + 17 for County + 20 for Water Quality). The Democrats reduced the bond package by cutting most of the land acquisition money for CMS leaving little money to acquire the 18 or so new Elementary, Middle and High School sites needed over the next few years. The Democrats left in their
budget money to rebuilt and expand empty inner-city schools that are less than 1/2 full.
 
DUE TO CHANGES IN STATE LAW, VOTERS CAN VOTE "NO" ON THIS CMS BOND AND THE COUNTY COMMISSION CAN STILL ISSUED NEEDED SUBURBAN SCHOOL MONEY BY ISSUING WHAT ARE CALLED "COPS" (CERTIFICATE OF PARTICIPATION BONDS).
 
THE GOP ARE ENCOURAGING A "NO" Vote on "CMS Bonds" of $427 million.
 
THE GOP ARE ENCOURAGING A "YES VOTE ON THE SEPARATE  "CPCC" AND "LAW ENFORCEMENT" BONDS.

I fully support the proposal that was put forth by the GOP officials.  I am very out front about the need for CMS to become fiscally responsible with the funds they already have.  The public is oblivious about the large number of bond money still available.  The only thing the new money will do is send the CMS Board on another irresponsible spending spree, instead of prioritizing what they already have.- Ellen Loflin (8-21-2005, GOP Candidate for District 5)

Unanswered Questions

  • CMS refuses to vote to state an annual limit for Capital spending (they won't commit themselves to their own "numbers). Two years ago it was $100 million. Last year it was $130 million. Today it is $170 million per year.
  • CMS refuses to re-prioritize money in existing bonds bowing to political pressure from Democrat special interest groups.
  • CMS continues to spend money to build (or re-build) schools in locations where few children live. Example: Marie G. Davis which was "built" for 800 students and is "supposed" to have 600 at-risk inner-city children but only has 425. Whether at 70% of capacity or at 50% - this bond package has approx. $18 million to re-build this 1/2 empty school. There are numerous other examples of newly re-built schools 1/2 empty. CMS says it is a "myth" but the numbers don't lie.
  • CMS continues to underestimate suburban needs. Of the $427 million proposed, only $177 million is spent on schools 10 miles out or more (most of Districts 1 and 6). The package is short on growth.
  • Effectively, the CMS proposal is extortion; forcing suburban parents to agree to pay for excessive renovations and re-builds that are unsound and unwise.
  • The GOP plan is to fund "growth" through COPS for the next year or so until a new Superintendent is appointed that can review the capital plan.
